New England Association of Arbitrators: For Rhode Island Licensed Appraisers

As you probably know, the Right to Appraisal is a provision in Rhode Island auto insurance policies and policies across the country. It is a process designed to resolve disputes between an insurance company and an insured or claimant when they cannot agree on the vehicle repairs or the costs.

You may also be aware that on March 12, 2025, an amendment was introduced to the Rhode Island General Laws regarding the Right to Appraisal process, Chapter 27-10.4-1, Motor Vehicle Appraisal Provision. A significant change is that the customer is now responsible for choosing an umpire if the appraisers (one selected by the insured or claimant and the other by the insurance company) cannot agree on repairs or on an umpire to settle the case. 

In addition to being responsible for selecting an umpire, the customer must obtain the umpire from an independent arbitration association. This is where the New England Association of Arbitrators (NEAA) comes in. Our organization was established to fulfill the need for such an association in New England, ensuring consumers have access to umpires who are familiar with the local auto collision repair industry. 

To join the NEAA as an umpire, specifically for Rhode Island cases, a person must be a licensed appraiser, have at least two (2) years of experience, be committed to ethical, impartial, and professional conduct, and dedicate themselves to ongoing professional development by staying informed of industry trends, standards, relevant statutes, and OEM repair procedures.
